As the Chief of JP's, she's used to command both authority in her duty to protect humanity and handle communications with the government. So despite her young age, Miyako is effectively given an adult's position and responsibility since an younger age (I assume around 15-16 when she assume full command).
Due to her strict, reasonably sheltered upbringing in the Hotsuin clan, Miyako is inexperienced with anything related to a "normal person's life". While it's possible for her to read up on things, she never have a chance to go out and do unrelated things like hanging out and eating junk food.
Compared to her "brother", Miyako's feelings to protect humanity is more earnest and genuine, despite certain issues. So she takes the role as Chief with more heart (heh) than him.
She's open to establishing friendship if she likes and respect the other person. Romance get more scrutiny.
